The 2018 White Paper, Beyond Preclearance: The Next Generation Canada-US Border, summarizes the future for how International trade will become “more effective” with “faster security and free flow cross-border movement.” In this proposal, Anchor Development provides land border crossing access strategically located on Wellesley Island, New York between the two bridges that connect Interstate-81 and Route 401.
Our location offers possible current, near-term, and long-term opportunities for US and Canadian transportation-related enterprises and addresses the White Paper’s 1st Theme: Adopt a Remote Clearance Approach. The parcel’s location favors infrastructure improvements that maximizes its highly secure location, ready access to I-81, and existing facilities to operate pre-clearance facilities streamlining the commercial border crossing
process or that creates a true rolling border experience.

Parcel Description
The parcel is situated on the East side of I-81 between northbound exits 51 and 52. It is 1.8 miles from the US mainland and 2.9 miles from the Canadian border. Site features include:
- Superior warehouse/distribution location and transportation routes.
- Some potential for direct access from I-81 (see pg. 5) pending federal and state entity involvement.
- 19-acre facility with over 17-acres of solid surface/pavement area
- Secured parking and storage yards available; security yard lighting.
- On-site water and sewage disposal system capacity for over 250 employees.
- Municipal approval for two additional, 15,000 SF warehouses.

Anchor Development leases and manages warehouse, office, and storage facilities on its strategically located 19-acre facility on Wellesley Island. Anchor Development is a privately held and family owned business with local and diverse entrepreneurial roots dating back to the 1970’s.
